As per United airlines baggage policy economy, if you attempt to bring a full-size carry-on bag onto the plane as a Basic Economy passenger, you will be compelled to check the bag and may be charged an additional $25 "gate handling" fee on top of the checked-bag price noted above, so this isn't a policy you'll want to try to go around.
